日語教育之對象乃非以日語為第一語言者(泛指非日本國籍者)。全球之日語教育可分成日本國內與日本國外兩個部分來探討。日本政府從明治時期便致力於推展日語教育,希望透過日語教育之推展,培養能夠與日本構築良善關係的外籍人士、加強與世界各國之連結。
經研究分析後,吾人可以得知(1)全世界之日語學習者,不論日本國內或國外,皆有增加之傾向。但是,日語學習者的國家.地區等的偏重失衡現象,仍然明顯。(2)日本國內因應新設在留資格的外國人(含其配偶小孩)等的日語教育問題,值得重視。日本國內各機構的日語教師之專兼任問題和學歷與經歷等參差不齊的事實,亦應注意。(3)日本政府似較重視日本國內的日語教育,日本國內外有關日語教育的資源分配,輕重有所不同。(4)臺灣的日語學習者人數近年來降低不少,其問題似出現於高等教育機構內。
以上這些事項,值得重視。
This study reaches the following conclusions. (1) The number of Japanese language learners worldwide, including in Japan, is increasing. However, the number of Japanese language learners varies by country, and the phenomenon of imbalance is still obvious. (2) The issue of Japanese education for foreigners in Japan deserves more attention. Attention should also be paid to the fact that the education and experience of Japanese teachers in various institutions in Japan are not uniform. (3) The Japanese government seems to pay more attention to Japanese education in Japan than to Japanese education abroad, and Japanese budgets for Japanese education are unevenly distributed. (4) The number of Japanese language learners in Taiwan has decreased significantly in recent years, and the problem appears to be in institutions of higher education.
